Mr Whittingdale said on Wednesday that the Prime Minister and his wife had not had a word in weeks about the "horrific circumstances" of the Grenfell Tower fire which claimed 52 lives and injured hundreds more.
He said: "For me, the concern I have is the realisation that a woman may be trapped in her home, and she is only one person – she's the one who could lose her life."
A spokesman for the Government said: "The Prime Minister and his wife have not spoken to one another since this incident unfolded and we do not have any knowledge of what has happened during this time.
"We have offered our condolences and our support to the victims and their families and our thoughts are with them in their time of need."
The Grenfell tragedy was the world's worst fire crisis to hit an area of flats in Kensington and Chelsea in recent years, with officials saying it may have been sparked by the faulty sprinklers which failed to heat the interior of a two-storey block.
Neighbour Pauline Toms, a 70-year-old retired fireman, told the BBC that neighbours did not suspect any criminal activity prior to the fire.
She said: "A very little girl came on the scene from her flat in the next street up and said she felt something was wrong.
"Somebody had climbed in and there were lots of emergency services at the scene.
"She had her eyes out to see where she was – there was a fire engine and police.
"There are lots of people who lived there when the fire happened. There are so many children living there and the neighbours."
Mr Whittingdale said the situation should not be taken as a sign of increased levels of crime, adding that police are still searching for a second person.
He said: "I'm not aware of any significant rise in criminality in the area where the fire started, and I don't think it reflects on the general residents in that area, not only the Grenfell families, not only the Kensington family."
